States, ball clubs and venues use variety of ways to control ticket resales

More than two dozen states have ticket resale laws, according to a December study by the Connecticut Legislature.

Four states — Arizona, California, Minnesota and New York — allow scalping, or selling a ticket above its face value.

Nearly a dozen others prohibit that practice, but most of them let ticket sellers collect a $3 to 10% surcharge.

Michigan law prohibits scalping, and some cities and universities with major sporting venues — such as Auburn Hills, Michigan State University and the University of Michigan — require anyone reselling tickets to obtain permits, even when reselling tickets at or below cost.
